U Turn on bureaucratic Brexit ruling
27th Jun 2022
Government announcement that ‘all radiators placed on the market up to the end of 2022 can use the UKCA mark using existing test reports, even if they were completed in the EU’, labelled as ‘a huge win’ by the Manufacturers Association of Radiators and Convectors, MARC.
Under a previous ‘absurd and impractical’ ruling not to allow the transfer of current CE Mark test certificates, the majority of radiators on sale in the UK would be without a ‘valid’ test certificate, in a few months’ time, and therefore unable to be sold legally.
Following the UK’s exit from the EU, Members of the Manufacturers Association of Radiators and Convectors, MARC, joined forces to challenge the Secretary of State for Housing, Communities and Local Government on this ruling, which could have meant that UK homeowners would be unable to purchase and install new or replacement radiators from January 2023.
Isaac Occhipinti, Head of External Affairs, MARC said;
“Since changes to CE marking were announced, the radiator industry has been working with the government to ensure products could remain on the market whilst upholding standards and consumer protection through testing and certification. Initially, our understanding was that for existing products a transfer of test certificates would be possible. “
“We were subsequently informed that this may not be the case, even though the European standard tests are identical to the UK standard EN442.
“Deemed impossible for all products to be tested by the 2022 deadline, the industry faced the reality that the majority of radiators on sale in the UK would be without a ‘valid’ test certificate, and therefore unable to be sold legally.”
“MARC and its members campaigned for the Secretary of State to reconsider this ruling and allow European test certificates to be valid for products already on sale.”
“The announcement is a huge win and testament to the collective effort across the industry. MARC and its members have worked tirelessly to raise standards and stamp out non-compliant products, through the ‘You are what you Heat’ campaign. One guaranteed way consumers can have product assurance is to look out for MARC membership! All members of MARC must provide proof of product performance (CE/UKCA marking), together with test certificates.”
