A shake up is coming, be prepared for short term disruption

22nd Jun 2026

I am writing this blog on Friday morning (19 June); Andy Burnham has just won a spectacular (albeit unnecessary) by-election and it would be remiss of me not to consider what the implications of this are.

By the time you read this, events may have already overtaken my comments, but that’s the risk of anyone putting ‘pen to paper’.

Firstly, Andy Burnham will become the UK’s next Prime Minister, that much is now obvious. How and when are the only two real unknowns. So that will mean, at some point in the next three months I reckon, a major cabinet reshuffle and new policy blitz.

All the speculation suggests the current Energy Secretary will move, probably promoted, and as a result his policy influence may become more pronounced. Against this shift will be the dawning realisation that not everyone in the energy industry, especially the trade unions, support the current policy direction. The result of a less visible by-election in Aberdeen on Thursday, shows that the North Sea can be a political divide and it paid dividends to the Conservative candidate who stormed to victory on the back of very overt support for gas and oil extraction.

So be prepared for change. Be prepared for some fresh faces and what some commentators will refer to as a “lurch to the left”. This doesn’t mean the dial goes green though, knowing Andy the dial will shift towards public opinion. He will have at most under three years before going to the country (I suspect a polling bounce or honeymoon might bring that even closer), so he cannot afford to make unpopular decisions.

So here is my sense of what to do.

We make our case to any new ministers and the new PM; we do so supporting the vast majority of households with their energy needs; the vast majority of non-domestic users with space and process heat; the electricity industry with vital back-up capacity, all with secure supplies that are the envy of the world. Those are the basic truths that stand the test of time and will see our industry through any period of short-term turbulence.
